The Ministry of Economy is developing an analogue of the regulation.gov.ru portal for 287 million rubles

The Ministry of Economy in 2023 intends to launch the state information system (GIS) “Rules-setting”. It will replace the portal of projects of regulatory legal acts (NLA) regulation.gov.ru. 286.6 million rubles will be spent on the development of the new system.
According to portal public procurement, the developer of the new GIS will be selected in an open competition by 30 August. As part of the contract, the Rulemaking portal must be created by September 30, 2023. Money for the project will be allocated from the federal budget. When creating a system, domestic software should be used.
The need to develop a new system is explained by the fact that the site regulation.gov.ru allegedly “does not adequately ensure traceability, work with versions and joint editing of documents.” It is alleged that the departments, when coordinating projects, continue to exchange paper documents, which “significantly lengthens the total time for preparing draft NLAs.”
“Rules-setting” will be integrated with existing systems – regulation.gov.ru, pravo.gov.ru and others, said Vedomosti representative of the Ministry of Economy. The new GIS will be compatible with Linux OS. The system will also have its own text editor, according to the ministry.
