The Ministry of Economy has begun pilot testing of the state information system (GIS) “Rules-setting”, in August it is planned to involve other federal departments in the experiment. The new system, the creation of which cost the budget 250 million rubles, will allow all interested departments to simultaneously work on draft regulations at once. This will reduce project preparation time and eliminate the practice of exchanging paper documents. The main difference between the new GIS and the existing public portal for the development of acts regulation.gov.ru is its closeness, the system is intended only for officials and expert organizations – direct participants in rule-making.

The Ministry of Economy has developed a draft government decree (Kommersant has it) on the GIS “Rules-setting”, which should become a single environment for the interaction of all participants in the preparation of legal acts. The system is being created as part of the Digital Public Administration federal project of the Digital Economy national program. With the help of GIS, the operator of which is the Ministry of Economy, the White House expects to ensure the completeness and timeliness of the development, coordination and adoption of projects, as well as to reduce the time and organizational costs of the participants in the process by creating a single information and digital space with the necessary set of tools.

An open competition for the creation of the GIS “Standard-making” was announced by the Ministry of Economy in August 2022. Its winner was Aititudzhi LLC, which requested 252.3 million rubles for the work. The project is being implemented at the expense of funds from the federal budget. In accordance with the state contract, the GIS must be created before September 30, 2023.

Since June, the GIS “Rules-setting” has already been tested by the Ministry of Economy in a pilot mode, in August it is planned to connect other federal departments to the experiment, Kommersant was told at the ministry (which ones are still being specified). “The platform will make it possible for all interested departments to work on the document at the same time. This algorithm will not replace a person, but it will reduce costs and simplify “mechanical” work,” said Lev Gershanok, director of the legal department of the Ministry of Economy. For example, in addition to working with the text, the platform provides for the automatic generation of tables of comments and disagreements.

The new platform will interact with other systems and resources. According to the draft resolution, the GIS “Norm-setting” will be integrated with the portals regulation.gov.ru, open data, pravo.gov.ru, with the state electronic document management platform GosEDO, as well as with other systems and resources by the operator’s decision.

Earlier, the Ministry of Economy explained the need to develop another system by the fact that the site regulation.gov.ru “does not adequately ensure traceability, work with versions and joint editing of documents.” When using regulation.gov.ru, departments continue to exchange paper documents when coordinating projects, which “significantly lengthens the total time for preparing draft regulations.”

The appearance of the GIS “Standard-making”, thus, should solve this problem. As the Ministry of Economy explained to Kommersant, the main difference between regulation.gov.ru and the new GIS is the purpose of the existence of these systems. The first is a public resource intended for posting information about draft acts for the purpose of holding public discussions of prepared documents, assessing the regulatory impact and independent anti-corruption expertise. GIS is provided for a limited number of users, participants in the rule-making process. In Rulemaking, the creator of a draft act can involve co-authors in the development of the document, coordinate it with the authorities, and only then send it to regulation.gov.ru. The new GIS will ensure the passage of the full life cycle of the draft legal act.
