The Ministry of Economic Development has presented a rating of control agencies, which identifies the best practices for improving control procedures. The leading positions in the list were occupied by the Ministry of Emergency Situations, Rosselkhoznadzor, Rospotrebnadzor and Rostrud. When compiling the rating, the activities of control bodies were studied, which conducted at least 1,000 inspections in 2022. The assessment was carried out according to 22 indicators, formed into 7 groups: risk management system, implementation of prevention, customer focus in pre-trial appeal, improvement of control tools, quality of interaction with the prosecutor’s office, organization of feedback in social networks, development of self-examination tools.
With a total score of 55 points Ministry of Emergency Situations took first place in the rankings. The Ministry received the highest rating in the criterion “improvement of control tools”, as well as in the categories “share of business inspections by risk indicators” and “share of unscheduled inspections with identified violations”. The Ministry of Emergency Situations also leads in terms of the total number of preventive visits among control bodies. The Ministry of Emergency Situations also noted the “high quality of interaction” with the prosecutor’s office.
The second line of the ranking is Rosselkhoznadzor (51 points). The Agency achieved the best results in terms of “risk management system” and “prevention implementation”. Commenting on the results of the rating, a representative of the agency drew attention to the excessive administrative pressure on business in the control and supervisory activities. In his opinion, it can be successfully replaced by digital tools.
At Rospotrebnadzor And Rostrud 48 points, both departments are in the third position of the rating. They managed to achieve such a result due to high performance in the criterion of “improvement of control tools”. In addition, Rospotrebnadzor conducted the largest number of inspections among other control bodies. Rostrud has the highest share of inspection visits for small and micro businesses.
The last in the ranking were Rosprirodnadzor, Roszdravnadzor And Roskomnadzor, who scored 30 points, 29 and 29 points respectively. According to the report, the departments showed poor results in the risk management system. Also, the three departments have the lowest share of inspections on risk indicators in the total volume of inspections. In addition, Roszdravnadzor has the longest average inspection period, and Roskomnadzor has the highest share of “technical” failures of prosecutors.
The representative of Roskomnadzor noted that when compiling the rating, indicators characterizing the effectiveness of the work of departments in identifying and suppressing violations in their areas of responsibility were not taken into account.
On June 16, during his speech at the plenary session of the St. Petersburg International Economic Forum, Russian President Vladimir Putin asked the government, the prosecutor’s office and the Ministry of Internal Affairs to enshrine in the law the rule that business inspections can be carried out only by specialized departments, and strictly monitor its implementation.
According to the president, in Russia the number of cases when inspections are carried out not by control and supervisory, but by law enforcement agencies has significantly increased. According to the head of state, “this undermines the confidence of business in the reform of the control and supervision sphere, and affects the work of business.”
