An increase in the key rate to 13% will not affect IT companies and existing measures to support the industry, including preferential mortgages, reported TASS Minister of Digital Development Maksut Shadayev.

“As long as there is a set of support measures, [он] is implemented, I don’t think the rate is affected. Because we have a fixed percentage on preferential mortgages and a percentage on preferential lending. Therefore, this will not affect our companies that receive these measures,” Shadayev said.

September 15 Central Bank raised the key rate by 1 percentage point to 13%. This is the third consecutive rate increase in a month and a half: first, the Central Bank raised the rate at a meeting on July 21 by 1 percentage point to 8.5%, and then unscheduledly increased the rate on August 15 immediately to 12%.

The preferential mortgage program for IT specialists, in accordance with the presidential decree, has been in effect since July 2022. The rate for employees of Russian companies accredited in the Ministry of Digital Development register is up to 5% per annum with a down payment of 15%. At the same time, the maximum size of a state-subsidized loan for residents of regions with a population of over a million is 18 million rubles, for others – 9 million rubles.

At the end of 2022, demand for the program was less than expected, and in January the government softened its conditions. Preferential mortgages have become available to employees of IT companies accredited by the Ministry of Digital Development over the age of 18. And on September 1, the Cabinet of Ministers abolished the requirements for the minimum wage of borrowers. Previously, a borrower living in Moscow had to earn at least 150,000 rubles. per month, and residents of cities with a population of over a million – at least 120,000 rubles. In other cities and towns this level was 70,000 rubles. per month.

According to the Ministry of Digital Development, 23,000 people have already taken advantage of the preferential mortgage program, and its volume amounted to 207 billion rubles.
