The Ministry of Digital Development proposed to reduce the mortgage rate for IT specialists from 5% to 3%

The Ministry of Digital Development of Russia has prepared a government decree, according to which the preferential mortgage rate for IT specialists can be reduced from 5% to 3%, and the salary threshold for obtaining a preferential loan can also be reduced. About it reported TASS with reference to the document published on the portal of draft regulatory legal acts.

“Changes are being made in terms of the size of the preferential rate on a mortgage loan. The new version of the rules provides that the maximum rate on loan agreements concluded after the entry into force of the draft resolution will be 3% per annum,” the explanatory note to the draft says.

The minimum salary required to obtain a loan can also be reduced – from 150,000 to 120,000 rubles. for million-plus cities with the exception of Moscow, from 100,000 to 70,000 rubles. in other cities and municipalities. For Moscow, the threshold will remain the same – 150,000 rubles. If the decision is adopted, the threshold will be calculated based on the salary at the main place of work and part-time work, if the second place is also an accredited IT company.

According to government decree No. 805 of April 30, 2022, employees aged 22 to 45 who work in accredited IT companies can receive a preferential mortgage loan. As of August 5, the register are included almost 30,000 organizations, among which “Yandex”, VK, Kaspersky Lab, Positive Technologies, etc. On August 1, the Ministry of Digital Transformation excluded from the register more than 400 companies for which IT is not the main activity. Among them were Sberbank, VTB, Alfa Bank“Tinkoff bank“,”Opening“, Gazprombank, ICD and a number of other major banks. The Bank of Russia, the National Payment Card System, the Moscow Exchange and the National Settlement Depository were also removed from the register. By the time of applying for a mortgage, the IT company where the borrower works must enjoy tax benefits and / or reduced insurance rates for at least one reporting period, i.e. at least a quarter.

At the moment, the preferential mortgage rate for IT specialists is 5% per annum (with the support of the region, it can be reduced to 2%), and the maximum loan amount is 18 million rubles. for million-plus cities and 9 million rubles. for other cities.
