The Ministry of Digital Transformation applied to the government with an initiative to issue a deferment from military service to IT specialists who have only a secondary specialized education. The department also proposes to expand the list of university specialties for deferment, they write “News”.

Currently, the deferment is only valid for employees with higher education. However, the Ministry of Digital Development proposed to develop amendments to the law, according to which a deferment from the army will also be provided for IT specialists with secondary education. According to the ministry, it is also worth expanding the list of priority specialties that meet the criteria for exemption from military service. The Ministry of Digital Transformation drew attention to incoming requests from “the largest domestic IT companies” who complain about the lack of specialists in the market.

“There are technical specialties that were not previously included in this list. At the same time, the specialists who have mastered them have great competencies in the field of IT and perform critically important functions in their companies,” the department explained to the publication.

Currently, the issue of expanding the list of specialties is under consideration by the Ministry of Defense. The Ministry of Digital Development indicated that if the defense department supports it, the government will instruct to make appropriate changes to the decision on the postponement.

After the outbreak of hostilities in Ukraine, IT specialists began to leave Russia en masse. To stop the outflow of personnel, the government announced the development of measures to support the IT industry, including tax cuts, soft loans, grants and deferments from the army.

To receive a deferment, IT professionals must meet several criteria: have Russian citizenship, age from 18 to 27 years old, work under an employment contract, have a higher education in a specialty from the list, work in an IT company for at least 11 months from the start date of the next call (the company must be accredited before August 11, 2023) .
