The government has expanded the list of Russian programs for mandatory pre-installation

The government has approved a list of Russian programs that must be pre-installed on mobile phones, computers and smart TVs, state agencies report. The TV part of the list was expanded from 13 to 19 items. It included online cinemas Amediateka, Kion, Beeline TV, Tricolor and Dom.ru Movix.
According to the document, Zen is listed as the news aggregator instead of Mail.ru News. In addition, Rutube replaced OK Live (in the document for 2023, Rutube was in the pre-installation section on smart TVs, and now it has been included in two sections – for TVs and for smartphones). The updated list will come into force on January 1, 2024.
The law on the mandatory pre-installation of Russian programs has been in force since April 2021. Applications are selected by the Ministry of Digital Development. For preinstallation, the most popular applications with an audience of at least 500,000 users are chosen (with the exception of certain classes of programs). The fact that the provision obliging to sell smart TVs in Russia only with a pre-installed application store RuStore (developed by VK) was decided to be removed, Kommersant reported in July.
