The Ministry of Digital Development proposed to make a profit tax rate for IT companies in the amount of 0%, they write Vedomosti with reference to a letter from Deputy Minister Alexander Shoitov to the authorized representative of the Russian government.
The law that zeroed income tax until December 31, 2024 was adopted in July 2022 as part of measures to support the IT industry. “Taking into account the possible timing of the adoption of the bill, the actual period of application of the proposed benefits will be limited to a calendar year. In this regard, we propose to envisage, within the framework of the draft law, a norm establishing the indefinite nature of the preferential income tax rate,” the letter says.
The proposal for a zero rate was made by the Ministry of Digital Development after an appeal from a member of the State Duma Information Technology Committee Anton Nemkin (United Russia). In his bill, he proposed expanding the list of IT companies eligible for tax incentives. The document noted that at present, tax incentives apply to developers of IT products, but do not apply to IT companies that service IT systems.
Anton Nemkin believes that such an approach develops “unequal competitive conditions in the market” and may lead to a disproportionate development of various segments of the IT industry and “a general slowdown in the development of the IT industry in Russia.”
In 2020, the government approved a bill that reduced the income tax for accredited IT companies from 20% to 3%. This rule was in effect indefinitely. In July 2022, President Vladimir Putin approved the amendments, according to which the tax was 0% until 2024.
In January, Kommersant’s sources in the government said that the largest Russian associations of software developers discussed with Deputy Head of the Ministry of Digital Development Maxim Parshin the extension of the preferential income tax rate for accredited IT companies. Representatives of the associations proposed to make the zero income tax rate for IT companies indefinite or increase it to 3%, but also leave it indefinite.
