The Ministry of Digital Development has increased the implementation rates of Russian system-wide software

In 2023, the level of implementation of Russian general-system and application software should be 54%, follows from the draft updated “road map” for the development of “New general-system and application software” developed by the Ministry of Digital Development. The previous version of the project assumed that the implementation rate would be 23%.
System-wide software includes operating systems and other programs for performing common tasks. Applications include text and graphic editors, browsers, media players and other software to solve specific user problems.
In the project of the Ministry of Digital Development, excerpts from which are given RBC, the target indicators for 2024 were also updated – the share should be 58% instead of 33% for 2025 – 63% instead of 48%. For 2030, the adoption rate remained the same at 71%. At the end of 2022, the level of implementation of Russian system-wide and applied software reached 50%.
According to the explanatory note to the document, the values of indicators and indicators have been adjusted due to clarification of the sources of calculation and actual values for 2022. A representative of the Ministry of Digital Development clarified to RBC that the document was updated based on data on the implementation of domestic software in Russia, both in government agencies and state-owned companies, and in other organizations. Comments and suggestions on the draft updated “road map” can be sent to the Ministry of Digital Development until October 27.
In June 2022, the government instructed the Ministry of Digital Development, together with the Ministry of Industry and Trade, to create industrial competence centers for import substitution in key sectors of the economy, including a center for general system and application software. All these centers should be developing software to replace products of foreign developers who left the Russian market after the start of the Russian military operation in Ukraine. In July 2023, the authorities decided highlight for the implementation of “road maps” for the development of “New general system and application software” more than 11 billion rubles.
