The manufacturing institute was supposed to deliver the station by the end of 2021, but the delivery was nine months late, and the military charged him a penalty for this. However, the court referred to the anti-crisis moratorium introduced by the Russian government and valid from April to October 2022. As an “instrument of state regulation of the economy,” the moratorium is aimed at minimizing the consequences of the sanctions regime, the court indicated, and the overdue state defense order of NNIIRT also fell under the scope of this moratorium.
