The Ministry of Defense of the Russian Federation has prepared a draft resolution, according to which Russians will be notified of the call for mobilization using SMS. The draft resolution states that a notification of a call for mobilization will be sent to citizens in writing and duplicated in electronic form in personal accounts in the public register of “summons sent (handed over) to citizens registered with the military.” It is proposed to notify about the agenda in the personal account on the “Gosuslugah”, the personal account of the taxpayer and via SMS.
The explanatory note notes that the proposed changes will reduce the time for notifying citizens on mobilization and improve its quality. The Ministry of Defense also clarifies that it will not be necessary to allocate additional funds from the federal budget for the implementation of the initiative.
On April 14, Russian President Vladimir Putin signed a law that involves the digitalization of the military registration system and amends the rules for serving subpoenas. Now summons to those liable for military service will be sent in writing and duplicated in electronic form at the State Services.
Those who receive the summons will not be able to leave Russia until they appear at the military registration and enlistment office. In case of ignoring the summons, citizens will not be able to drive a car, manage their property, etc. Information about the distribution of summonses is entered into the unified electronic register of military registration. In this case, the electronic summons will be considered delivered at the time of its placement in the personal account on the State Services.
The updated rules for obtaining subpoenas to appear at military registration and enlistment offices will affect not only conscripts, but also all those liable for military service, said Andrey Kartapolov, chairman of the State Duma Committee on Defense. The amendments do not apply to the current spring call.
