The Ministry of Defense has prepared changes to the regulation on military conscription

The Ministry of Defense of the Russian Federation proposed to amend the provision on conscription for military service, providing for the use of information resources by military registration and enlistment offices for conducting electronic personal files of conscripts, follows from project government decree, which was published on Saturday on the portal of draft regulations.

The explanatory note to the document states that in order to update information about citizens subject to conscription, it is planned to use “modern information resources and information systems, including the state information resource containing information about citizens necessary for updating military registration documents, state information system in the field of health care of the constituent entity of the Russian Federation, the portal of state and municipal services (functions) and the system of interdepartmental electronic interaction.

On the basis of the information received in the military registration and enlistment offices, as noted, they will form electronic personal files of conscripts. The draft resolution also defines the procedure for notifying conscripts of the need to appear with the help of subpoenas at the State Services. They will be considered delivered from the moment they are posted in the personal accounts of citizens.

The subpoenas will also indicate that citizens are prohibited from leaving Russia from the day the subpoena is served, and in case of failure to appear without a good reason, temporary restrictive measures will be applied after the subpoena after 20 calendar days.

April 14 Russian President Vladimir Putin signed a law that provides for the digitalization of the military registration system and amends the norms for serving subpoenas – now subpoenas for those liable for military service will be sent in writing and duplicated in electronic form at the State Services. Those who receive the summons will not be able to leave Russia until they appear at the military registration and enlistment office. In case of ignoring the summons, citizens will not be able to drive a car, manage their property, etc. Information about the distribution of summonses is entered into the unified electronic register of military registration. In this case, the electronic summons will be considered delivered at the time of its placement in the personal account on the State Services.

The updated rules for obtaining subpoenas to appear at military registration and enlistment offices will affect not only conscripts, but also all those liable for military service, said Andrey Kartapolov, chairman of the State Duma Committee on Defense. The amendments will not apply to the current spring draft.
