He clarified that the provision of budgetary needs involves the mobilization of revenue sources, as well as the use of funds from the National Wealth Fund (NWF) of Russia. The Cabinet of Ministers intends to take such measures for “the speedy adaptation of the economy.”
At the same time, the minister stressed, the planning period is accompanied by high risks for the balance of the federal budget. Siluanov added that the draft federal budget should be formulated in such a way as to “not violate macroeconomic stability” and at the same time “ensure the achievement of the intended goals in the economy and in the social sphere.”
In 2021, a request for additional funding from ministries and departments for 2022-2024. amounted to 3 trillion rubles. annually.
