The military operation did not affect the number of people doing alternative service

In Russia, 1,140 people are undergoing alternative civilian service (ACS). The record was recorded in the second half of 2016 – 1215 citizens. Since then, the figure has fluctuated between 1,100 and 1,200 people.
The statistics of Rosstat and Rostrud drew attention Vedomosti. According to the data for the second half of 2023, 1,140 people undergo ACS, in the first half of the year there were more of them – 1,199. In the first half of 2022, 1,166 people underwent ACS, in the second – 1,152.
Most passing ACS in St. Petersburg (69), Moscow region (64) and Moscow (42). No one does alternative service in the Arkhangelsk, Novgorod, Orenburg, Oryol regions, Kalmykia, Chuvashia, Khanty-Mansiysk Autonomous Okrug, Yamalo-Nenets Autonomous Okrug, the Republic of Altai, Tuva, the Jewish Autonomous Okrug, the Magadan Region, the Trans-Baikal, Kamchatka Territories, Chukotka, as well as in all the North Caucasian republics, with the exception of the North Ossetia.
Lawyer Arseniy Levinson explained to Vedomosti that draft commissions often refuse citizens to pass the ACS. According to the law, citizens whose beliefs or religion are contrary to military service, as well as indigenous peoples of the Russian Federation, can apply for alternative service. Mr. Levinson noted that since the beginning of the military operation, there have been at least two cases of prosecution when filing applications for the ACS under the article on discrediting the armed forces: in the Stavropol Territory and the Volga region.
