The head of Smolensk Andrey Borisov submitted his resignation of his own free will. As Anatoly Ovsyankin, chairman of the Smolensk City Council, explained to a Kommersant correspondent, the corresponding document was received by the apparatus of the city parliament.
“Tomorrow the deputy commission will consider this issue, after which an extraordinary session of the City Council will be scheduled, at which this issue will be submitted and considered,” Mr. Ovsyankin said.
As a likely successor to Mr. Borisov as mayor, Kommersant sources familiar with the situation name the ex-head of Desnogorsk, Alexander Novikov, who was appointed Andrei Borisov’s deputy last week.
Previously, Andrei Borisov served as vice-governor of the Smolensk region in the government of the liberal democrat Alexei Ostrovsky, and was also elected to the Smolensk Regional Duma from the Liberal Democratic Party. In March, Mr. Ostrovsky was replaced as acting head of the region by Vasily Anokhin, a native of the Russian government apparatus; elections of the governor of the Smolensk region are scheduled for September.
