On Wednesday, the City Duma of Krasnodar elected Vice-Governor of Kuban Evgeny Naumov as the city’s new mayor. He replaced Andrei Alekseenko, who in August moved to a senior position in the pro-Russian administration of the Kharkiv region. Like the former mayor, Mr. Alekseenko worked as the deputy head of the region, Veniamin Kondratiev, and therefore had the unconditional status of a favorite. Only the communists, by tradition, opposed the election of the mayor through a contest and boycotted the vote.
The head of the city was chosen from five applicants previously selected by the competition commission. The first to speak to the deputies was the obvious favorite – the vice-governor of the region for construction, Yevgeny Naumov, who, according to the speaker of the City Duma, Vera Galushko, scored the most points during the interview. Mr. Naumov assured that many years of experience in the mayor’s office (he has worked there in various positions since 2004) allows him to “see both the strengths and weaknesses of the municipality”: “I know how to act so that Krasnodar continues to move forward.”
The second candidate came forward, City Duma deputy Pavel Popov (United Russia), who, however, immediately withdrew in favor of Yevgeny Naumov.
The third contender, unemployed Nikolai Pavelko, also called on the deputies to vote for Mr. Naumov, but did not withdraw his candidacy, saying that he had extensive leadership experience, which allows him to hope for “success in his political career.”
Finally, entrepreneurs Gennady Potapov and Akhmed Besleney addressed the deputies. The latter honestly admitted that the procedure for electing the mayor through a competition “does not seem democratic” to him.
After the speeches of the candidates, the head of the Communist Party faction Alexander Safronov took the floor. In a traditional communist vein, he said that the competitive procedure introduced in Krasnodar in 2015 “does not allow citizens to properly exercise the right of citizens to elect local government bodies”: “The residents should directly elect the head of the city.” Mr. Safronov added that the Communist Party faction, consisting of four deputies, was boycotting the elections, but this had no effect on the results: 40 people voted for Vice Governor Naumov, and another one for the unemployed Nikolai Pavelko.
Evgeny Naumov is 42 years old, he has two higher educations (“Construction and operation of roads” and “Jurisprudence”). He began his municipal service in 2004 as chief specialist of the Finance Department of the Krasnodar Mayor’s Office, worked in the Department of Architecture and Urban Planning, then headed the housing department of the city administration. Since December 2015 – Deputy Head of Krasnodar, since January 2017 – First Deputy Director of the regional branch of the Center for Standardization, Metrology and Testing, since October 2019 – First Deputy Minister of Labor and Social Development of the Krasnodar Territory. In October 2020, he became First Deputy Head of Krasnodar, and in October 2021, Vice Governor of the Krasnodar Territory for Construction.
Recall, the former mayor Andrey Alekseenko resigned ahead of schedule on August 19 in connection with his appointment as chairman of the Council of Ministers of the Kharkiv region. At that time, the region was partially under the control of the Russian military. However, in early September, the armed forces of the Russian Federation withdrew to the border of the Luhansk People’s Republic. On September 16, on the air of a local TV channel, Mr. Alekseenko spoke about how he participated in the evacuation of the population, but since then there has been no new information about the fate of the ex-mayor of Krasnodar.
