Russian Prime Minister Mikhail Mishustin during meetings with the Deputy Prime Ministers, he said that the government would prepare amendments to the legislation, according to which only relevant departments would be able to conduct business inspections. Earlier, President Vladimir Putin gave the corresponding order.
“Scheduled and unscheduled inspections should stop, unless their activities are associated with high risks of harm to citizens and the environment. Let’s replace them with preventive measures. And we will consolidate the rule that inspections are carried out only by relevant departments,” Mr. Mishustin said, without specifying the time frame for the development of relevant amendments to existing laws.
On June 16, during his speech at the plenary session of the St. Petersburg International Economic Forum, Russian President Vladimir Putin asked the government, the prosecutor’s office and the Ministry of Internal Affairs to enshrine in the law the rule that business inspections can be carried out only by specialized departments, and strictly monitor its implementation. He said that in Russia there has been a significant increase in the number of cases when inspections are carried out not by control and supervision, but by law enforcement agencies. According to the head of state, “this undermines the confidence of business in the reform of the control and supervision sphere, and affects the work of business.”
