ANO “Dialogue” has prepared another rating of the work of federal executive authorities (FEB) on the Internet. In addition to traditional criteria, this time the compilers took into account the quality of officials’ work with search engines and the relevance of the content published on sites. According to the results of the third and fourth quarters of 2023, the digital leaders were the Ministry of Education, Rosmolodezh and the Federal Antimonopoly Service (FAS). At the same time, Dialogue emphasizes, the average assessment of the work of all departments showed an upward trend.
In Dialogue, Kommersant presented the top 10 of a new rating of federal executive authorities’ activities on the Internet. The organization, created with the participation of the presidential administration to help officials in their online work, regularly compiles such lists. As the authors of the study explain, the assessment was carried out according to 14 blocks of criteria. Traditional ones include working with citizens’ comments, the level of official pages on social networks, content planning, and having your own projects. For the first time, when preparing the rating, the work of departments with search engines and official websites was taken into account.
Thus, analysts assessed the quality of filling out a federal executive card in the search engine, the presence of verification in the search results, feedback forms and links to department accounts on social networks, as well as the relevance of the news section. The monitoring also included the responses of ministries and departments to reviews on Yandex, the quality of the sites’ visuals and their content. “We strive to ensure a seamless approach of federal executive authorities to working on the Internet,” explains the introduction of new criteria, Deputy General Director of ANO “Dialogue” Yulia Poletaeva. “Users should be able to immediately get from the search results to the official website and social networks of the department and then to the government services they need , “Gosuslug” and other government portals.”
First place in the ranking by a confident margin was taken by the Ministry of Education (88.23 points out of 100 possible; seventh place in the ranking for the first and second quarters), which received maximum marks for content planning, work with search results and special projects.
The last two points, according to the compilers’ calculations, were also ideally achieved by Rosmolodezh, which took second place (85.88 points), and FAS, which became third (84.27 points).
Newcomers to the updated top ten were the Ministry of Finance (sixth place; 82.31 points), the Ministry of Economic Development (seventh place; 80.06 points) and the Ministry of Health (eighth place; 77.96 points). The leader of the previous rating, the Ministry of Digital Development, moved to fifth place (82.34 points), largely due to the low score for working with search engines (20% of the maximum possible score). Fourth place went to the Ministry of Education and Science (82.40 points), which closed the top 10 according to the results of the previous ranking. Now the tenth place remains with the Ministry of Culture (76.36 points), whose results were also somewhat blurred by the search results (60% of the maximum).
In total, 51 federal executive authorities and one state extra-budgetary fund were assessed, the authors of the study indicated: “Their average results based on the rating results can be characterized as increasing compared to the results of the previous assessment.”
The average rating for the work of federal executive authorities on the Internet also increased – from 53 to 58 points. Among the thematic projects, the compilers especially noted the “Say Thank You to the Teacher” campaign (Ministry of Education), the “I am in Russia” (Ministry of Digital) and “Points of Attraction” (Rosmolodezh) services, and the online game “We Count” (Ministry of Finance).
According to Yulia Poletaeva, based on the results of the rating, Dialogue will hold a training seminar with an analysis of the most relevant Internet practices. As part of this event, representatives of federal executive authorities will receive individual consultations from experts, which will allow officials to “raise the level of their work digitally,” Dialogue hopes.
“There is a direct connection with the attitude of citizens towards the federal executive authorities here (in the ranking.— “Kommersant”) no, especially since people practically do not intersect with some departments—for example, the Ministry of Economic Development, the Ministry of Finance or Rosstat,” notes Mikhail Vinogradov, president of the St. Petersburg Politics Foundation. In his opinion, such studies are largely aimed at stimulating government agencies to work, encouraging them to “look for solutions from those named as the most successful” and at the same time establishing an interdepartmental exchange of experience.
