In the period from October 1, 2022 to September 30, 2023, the largest share of high-loss MTPL contracts in Russia was recorded in Dagestan – 79.5%. About it reports press service of the Russian Union of Auto Insurers (RUA).
Chechnya took second place in terms of this indicator – 76.3% of concluded MTPL contracts were transferred to reinsurance. The top 10 also included: Tuva (50.7% of OSAGO contracts), Primorsky Territory (49.7%) and Kabardino-Balkaria (44.3%), North Ossetia-Alania (41.9%), Ingushetia (38 .9%), Karachay-Cherkessia (37%), Buryatia (35.6%), Kalmykia (26.5%).
As noted by RSA, some of the lowest indicators of the share transferred to the reinsurance pool of MTPL contracts were recorded in Moscow (4.9% of contracts) and St. Petersburg (4.4%). According to RSA President Evgeny Ufimtsev, the top ten regions in the ranking “are traditionally occupied by the same subjects of the Russian Federation.”
“The number of contracts transferred to the reinsurance pool in these regions significantly exceeds the national average – 10.4%. This indicates a high risk of fraud under compulsory motor liability insurance, and often also indicates a high frequency of accidents in them,” he clarified.
According to Kommersant, insurance market participants note a significant decrease in legal payments under compulsory motor liability insurance. Mr. Ufimtsev said that in six years they have fallen four times. Experts attribute the trend to the effective fight against fraud and active pre-trial settlement, including at the basic stage of interaction between the insurer and the client.
