The Kremlin responded to Biden’s statement about readiness for negotiations with Russia

Russia is open to negotiations with the United States on Ukraine, but the possibility of holding them is complicated by the fact that Washington still does not recognize new territories as part of Russia, Russian presidential spokesman Dmitry Peskov said.

“The United States still does not recognize new territories within the Russian Federation, and this complicates the search for grounds for mutual discussion. <…> The President of the Russian Federation has always been and remains open to negotiations in order to ensure our interests,” he said.

Peskov also stressed that US President Joe Biden’s statement included several proposals, including the need for Russian President Vladimir Putin to “leave Ukraine.” “He [Байден] believes that this should be a demonstration that Putin is ready for negotiations,” the Kremlin spokesman said.

According to Peskov, even before the start of the special operation, Putin made attempts to initiate negotiations on the basis of prepared projects “with the United States, and with NATO, and with the OSCE,” but this initiative did not receive reciprocity.

The day before, December 1, Biden declared about the readiness to negotiate with Russian President Vladimir Putin on the end of the conflict in Ukraine, if he “really shows interest” in this.

Peskov previously again called it impossible to conduct negotiations with Kyiv because of their denial by the Ukrainian side. In particular, the refusal of Ukraine at the legislative level to negotiate with Russia hinders the dialogue. He added that in order to resume dialogue, Ukraine must not only repeal the law refusing to negotiate with Moscow, but also show political will.
