According to Kremlin spokesman Dmitry Peskov, Moscow does not comment on Washington’s proposals for a prisoner exchange. We are talking, in particular, about Paul Whelan and Evan Gershkovitch.
“We do not discuss this topic publicly,” Peskov emphasized.
On December 5, the head of the US State Department press service, Matthew Miller, reported that in recent weeks the United States has presented Russia with a significant proposal for the exchange of convicts. He added that this proposal was rejected by the Russian side.
Paul Whelan was detained in Moscow in December 2018 and sentenced to 16 years in prison on charges of espionage. Evan Gershkovich was arrested in Russia in March 2023 and faces up to 20 years in prison.
