Issues related to the use of video surveillance systems to search for conscripts in Moscow are handled by the Ministry of Defense, not the Kremlin, Russian presidential spokesman Dmitry Peskov told reporters.

Prior to this, on April 17, the capital’s military commissar announced that the distribution of electronic summonses through the “Gosuslugi” in test mode will begin already during the spring draft, but later clarifiedthat testing the distribution of digital subpoenas will begin only after the adoption of a government decree.

Spring conscription in Russia began on April 1. It will last until July 15th. According to the decree of the President of the Russian Federation Vladimir Putin, it is planned to send 147,000 people aged 18 to 27 years to serve. More than 5,000 citizens will be called up in Moscow. Earlier, Loktev said that recruits would not be sent to the DPR, LPR, Kherson and Zaporozhye regions.

On April 14, Russian President Vladimir Putin signed the law on electronic subpoenas. In accordance with the document, which entered into force on the same day, those who received the summons will not be able to leave Russia until they appear at the military registration and enlistment office. In case of ignoring the summons, citizens will not be able to drive a car, manage their property, etc. Information about the distribution of summonses is entered into the unified electronic register of military registration. The electronic summons will be considered delivered at the time of its placement in the personal account on the State Services.

The full register of military registration will be launched no earlier than the autumn draft, said on April 12 the head of the Ministry of Digital Development Maksut Shadayev. The minister also stressed that the law on electronic agendas has nothing to do with mobilization.
