The Kremlin did not confirm Putin’s participation in the concert at Luzhniki on February 22

Press Secretary of the President of Russia Dmitry Peskov did not confirm or deny the information that the head of state Vladimir Putin will take part in a rally-concert in Luzhniki.
“No. For now, I have nothing to say. If such [мероприятие] rises in the schedule of the president, we will inform you,” he said.
Earlier today RBC with reference to sources informed about the Kremlin’s plans to hold a large-scale rally-concert on February 22, in which Putin may take part. According to the publication, this concert can be seen as a “continuation” of the message to the Federal Assembly. It is specified that the event can be held in Luzhniki. Among other possible options for holding a concert is the organization of several venues on a military-patriotic theme.
Also Peskov today informedthat the message to the Federal Assembly will be held on February 21. He confirmed that the message will talk about the special operation in Ukraine, the economy and social problems. According to him, now the list of invitees will be formed. Peskov clarified that there are traditional categories of invitees, but “due to the specifics of the moment” there will be a new category, which includes participants in the special operation.
According to the Constitution, the president addresses the Federal Assembly with annual messages on the situation in the country, the main directions of the domestic and foreign policy of the state. Putin last addressed the Federal Assembly on April 21, 2021.
In 2022, the message did not take place, although preparations for it have been carried out since the beginning of the year. Work on it was suspended, because on February 21, the president signed decrees recognizing the DPR and LPR as independent states, and then, on February 24, announced the start of a military operation in Ukraine.
