The most important aspect in the situation around Nagorno-Karabakh now is the humanitarian one; Russian peacekeepers continue to provide assistance to people. The press secretary of the Russian President Dmitry Peskov told reporters about this, commenting on the decree signed by the president of the unrecognized NKR on the termination of the existence of the republic.

“We are closely monitoring the situation. First of all, of course, the humanitarian aspect is the most important. Our peacekeepers continue to assist people,” Peskov said.

Many residents of Karabakh have expressed a desire to travel to the territory of Armenia, and all of them are also being supported.

“It is probably also noteworthy that in this published text, in the second paragraph, we are talking about the need to familiarize ourselves with the existing agreements on the integration of the population in a new coordinate system,” the Kremlin representative noted.

Moscow, in turn, will continue to pay attention to humanitarian aspects in contacts with Baku, Peskov added.

The President of the unrecognized Nagorno-Karabakh Republic (NKR) Samvel Shahramanyan earlier on September 28 signed a decree on the termination of its existence from January 1, 2024 and the dissolution of all state institutions and organizations.

As follows from the decree, this decision was made “in connection with the difficult military-political situation” and to ensure the security and interests of the people of the unrecognized republic. It is clarified that an agreement was reached with Baku, through the mediation of Russian peacekeepers, on “free, voluntary and unhindered movement” of residents of Karabakh, including military personnel who have laid down their arms, along the Lachin corridor.

On September 19, Azerbaijan began “anti-terrorist measures” in Nagorno-Karabakh. The very next day, the Karabakh authorities announced the conclusion of agreements on a complete ceasefire. Later, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities, after which the Karabakh military began to surrender their weapons.

As of September 28, more than 65,000 people have already arrived in Armenia from Nagorno-Karabakh. According to the latest available data, more than 147,000 people lived in Karabakh in 2017, more than 99% of them ethnic Armenians.
