The Kremlin commented on the preparation of the “peace plan” by Kyiv

The “peace plan”, which Kyiv is working on, should take into account the entry of new regions into Russia, Dmitry Peskov, the press secretary of the President of the Russian Federation, told reporters.
“Again, there can be no peace plan for Ukraine that does not take into account today’s realities with Russian territory, with the entry of four new regions into Russia. No plan that does not take these realities into account can claim to be peaceful,” he said.
Peskov also pointed out that so far Ukraine has not presented any plan.
Earlier, The Wall Street Journal, citing sources, reported that the team of Ukrainian President Volodymyr Zelensky is finalizing the details of a plan for a peaceful settlement of the conflict, which consists of ten points. According to the publication, the proposals being developed may be submitted in February 2023. The Kremlin said that information about the “peace plan” has not yet been received.
Later, on December 26, Ukrainian Foreign Minister Dmitry Kuleba proposed holding a kind of “peace summit” at the UN site at the end of February, while the Secretary General of the world organization, António Guterres, could act as an intermediary during the negotiations. On the evening of the same day, Peskov said that Russia will not be follow the conditions of Ukraine, since it focuses only on its own goals and common sense.
Since the outbreak of hostilities, the parties have held talks several times in February and March, mediated by Turkey. The previous meeting of representatives of Russia and Ukraine took place on March 29 in Istanbul, after which the process was frozen.
The Kremlin has repeatedly spoken about Ukraine’s unwillingness to negotiate with Russia. At the end of November, Peskov said that negotiations between the two countries are now impossible, since they are denied by the Ukrainian side. Then Peskov added that in order to resume dialogue, Ukraine must not only repeal the law refusing to negotiate with Moscow, but also show political will.
