The issue of depriving deputies Vlasov and Belousov of their mandates will be considered on November 1

The Extraordinary Council of the State Duma, which met on October 31 after a plenary session, decided to submit draft resolutions on the early deprivation of powers of deputies Vasily Vlasov (LDPR) and Vadim Belousov (A Just Russia) for consideration by the lower house of parliament on November 1. The head of the State Duma commission on mandate issues, Otari Arshba, told Vedomosti that the council decided to consider the resolutions at a plenary meeting behind closed doors.

According to him, Vlasov attended a meeting of the ethics commission, which considered the issue regarding him. As the interlocutor at the ethics commission said, he brought with him a large bag containing certificates for his work. At the same time, Belousov, who is on the international wanted list, did not come to the State Duma.

Information that the State Duma Council will consider the issue of depriving Vlasov and Belousov of their parliamentary powers on November 1, later confirmed Vlasov himself in his Telegram channel. “Tomorrow there will be a meeting of the State Duma. My question will be discussed,” he wrote. According to Vlasov, he took part in 98.5% of the meetings in the 8th convocation.

According to Vedomosti sources, Vlasov missed more than 60% of the commission’s meetings without good reason or warning. For example, during the 8th convocation he was twice absent from commission meetings for more than 40 days in a row, Viktor Pinsky, head of the commission on regulations, told Vedomosti. A similar situation has developed with Belousov, who systematically does not attend meetings, said the first deputy chairman of the committee for protection of competition, Igor Igoshin.

According to the law on the status of senators and deputy of the State Duma, the powers of a deputy can be terminated early by the chamber on the initiative of his faction or committee/commission in case of failure to fulfill his duties for 30 or more calendar days.

In December 2018, the State Duma gave consent to the Prosecutor General’s Office to deprive Belousov of parliamentary immunity in connection with the initiation of a criminal case under Part 6 of Art. 290 of the Criminal Code (receiving a bribe on an especially large scale). Belousov was charged with the fact that from May 2010 to January 2014, together with the former governor of the Chelyabinsk region, Mikhail Yurevich, acting as part of an organized group, he received a bribe in the amount of more than 3.2 billion rubles from a road construction holding company. for patronage in the distribution of government orders for road construction. Last August, Belousov was sentenced to 10 years in prison and a fine of 500 million rubles. The verdict came into force.
