On June 28, the State Policy Committee of the Legislative Assembly of the Novosibirsk Region considered the initiative of Anton Kartavin, deputy of the Novosibirsk City Council, to hold a referendum on the return of direct elections of heads of municipalities. According to the Legislative Assembly, “having studied the legal positions of the Supreme Court of Russia and the prevailing judicial practice,” the committee recommended that the issue proposed for submission to the plebiscite be recognized as inconsistent with federal and regional legislation.

Recall that in early June, Mr. Kartavin managed to register an initiative group for holding a corresponding referendum on the third attempt. Now, according to the procedure, the compliance of the issue submitted to it with the legislation should be checked by the regional parliament.

According to Tatiana Varda, Head of the Department for Legal Affairs of the Legislative Assembly, the procedure for electing the heads of municipal districts, municipal and urban districts has already been established by the regional law “On Certain Issues of Organizing Local Self-Government”, which was adopted in full compliance with federal law. “Thus, the issue of the initiative group is regulated by these laws,” she said. Now the decision of the committee must be considered at the session of the Legislative Assembly on July 6.

Recall that direct elections of mayors in most municipalities of the Novosibirsk region were canceled back in 2015, and in February 2023, the Legislative Assembly abolished the remaining exceptions by that time – direct elections of mayors of Novosibirsk and Koltsovo science city.
