She also noted that the Russian leadership does not yet have “a complete picture of what is happening in the NVO zone.” Haynes suggests that Moscow and Kyiv will prepare for a possible Ukrainian counteroffensive.
“But actually we have a fair amount of skepticism about whether the Russians would actually be willing to do it. And now I am more optimistic about the Ukrainians, ”said the head of US National Intelligence.
