The City Duma also explained that “on Wednesday or a week after that, a competition will be announced for the selection of candidates for the post of head of the municipality.” The competition commission (ten people, half from the city duma, half from the governor) will have to select candidates from among the applicants, after which the city duma at its meeting, after hearing the programs of socio-economic development of the city developed by the candidates, selects the head of the city from among them by secret ballot. In total, at least 40 days may pass from the beginning of the announcement of the competition to its results.
Among the potential candidates for the post of mayor, sources in the city hall name the current speaker of the City Duma Ilya Nozhechkin and deputy mayor Alexander Boldakin, who arrived in Ulyanovsk from the Moscow region, where he was an employee of the administration of the Shchelkovo urban district.
The governor’s administration explained to Kommersant that Dmitry Vavilin had already had preliminary conversations about a possible transfer to another job with the governor, “but the governor’s claims were not the reason for the resignation.” “It’s just that, given the high employment as head of the city and the need to devote more time to a family where he has four children, Dmitry Vavilin himself made the best decision for himself,” a source in the governor’s administration told Kommersant.
