The head of the State Duma Committee on the financial market, Anatoly Aksakov, said that the identification mechanism on legal crypto exchanges should be the same as in banks. Now the identification of an individual in banks is carried out according to the original passport and TIN.
According to the current legislation, an individual must provide the following information to a credit institution for identification in a bank: full name, citizenship, date of birth, details of an identity document, migration card data, a document confirming the right of a foreign citizen to stay in the Russian Federation, address of registration and residence , TIN. Legal entity – name, legal form, TIN or code of a foreign organization, PSRN and registration address.
“If we legalize crypto exchanges, then obviously they should use, among other things, an identification mechanism and work through it. Just like all other infrastructure works, it should also work. It’s just that the identification system should be similar to the one in banks,” said Mr. Aksakov at the Ural forum “Cybersecurity in Finance”. The deputy added that the draft law introducing mining into the legal field may, following the results of improvements, include a ban on illegal transfers in cryptocurrencies.
Bill on the legal regulation of cryptocurrency mining was submitted to the State Duma on November 17, 2022. It should have been approved by the end of last year. However, as explained in the State Duma, the adoption of the bill was postponed due to fears that mining would be used to illegally transfer money abroad. The head of the committee, Mr. Aksakov, reported that the document would continue to be considered in 2023.
