The number of problematic issues related to the transition to the Unified Tax Account (UNS) has decreased, in the second quarter of 2023 it is planned to switch to the normal operation of the new tax payment system, said the head of the Federal Tax Service (FTS) Daniil Yegorov during a meeting of President Vladimir Putin with members of the government. According to Yegorov, now the questions of taxpayers are mainly related to the formation of unjustified debts, when the balance of settlement with the budget is incorrectly reflected on the State Services portal or in your personal account, as well as with the expectation of a certificate of no debt.
The general transition to the UNS was approved by the State Duma at the end of 2021. The principle of a single payment was tested throughout the second half of 2022. The UNS is a single amount of taxpayer settlements with the budget, the FTS cites a description of the new regime on its website. The taxpayer will always understand – either he owes the state, or he can dispose of the positive balance at his own discretion. Until January 1, entrepreneurs had to fill out a lot of payments with various details and payment terms. Now the state independently distributes payments according to taxes and budgets, the payer has a single balance of settlements with the budget. The UNS assumes one payment per month, universal details for all taxes, one payment deadline and one reporting date.
“Thanks to the new mechanism, obligations will be automatically paid from a single account. Only 1 payment per month instead of possible 60. Every year we processed 650 million payments and every 8th payment came to us with an error. Thanks to the UNC, such situations are minimized,” said Egorov. The tax calendar is now as simple as possible – before the 25th, you need to submit declarations, before the 28th, transfer funds to the account, the head of the Federal Tax Service pointed out.
The introduction of such a mechanism affected the procedure for the receipt of funds in the budget system, he noted. To support the balance of their budgets, the regions, if necessary, can receive additional volumes of short-term treasury loans, Egorov noted. “Together with the Treasury, we quickly resolve emerging issues with the financial authorities of the subjects,” he added. The FTS also collects feedback from businesses. A separate line of consultations has been created on the issues of the UNS in the contact center, where you can not only quickly get clarifications on this topic, but also sign up for the inspection, the head of the department explained.
The Federal Tax Service agreed with the ONF on joint monitoring of issues related to the UNS, and opened centers for informing taxpayers and collecting feedback, Yegorov added. Also, according to him, in the near future access to information on settlements with the budget in the personal account of the taxpayer will be opened. There is now a moratorium on the enforcement of debt collection, he recalled. “Until we conduct reconciliations with all taxpayers in March-April, until we are 100% sure of the calculations of each, there will be no fines and penalties,” the head of the department assured.
“You yourself drew attention to the formation of unjustified debts, everything is known here, you all know. This is a technical issue, you just need to put it in order and pay attention to it in the future,” Putin replied.
In early February, a representative of the ONF informed Vedomosti that in all regional branches of the Popular Front, together with the tax service, information and feedback centers would be opened during the transition to the UNS.
