The head of Roskomnadzor linked personal data leaks with the blocking of US social networks

The head of Roskomnadzor Andrey Lipov said that the increase in personal data leaks due to hacker attacks is associated with the blocking of American social networks in Russia. Mr. Lipov argues that the lockdowns “deprived Americans of access to the ability to analyze behavior” of Russians.

“That is, what they had at hand became far away from them, so they attacked our information systems, our databases head-on, extracting, in fact,“ food ”for their analytical systems,” said Mr. Lipov on round table “Digital transformation of society and its impact on national security and socio-economic development” at the “Army-2023” forum (quote from “Interfax”).

Andrey Lipov added that “our respected owners of information systems” began to protect themselves from hacker attacks, so the number of personal data leaks has decreased. However, he noted that the level of danger of leaks is still high.

Mr. Lipov said that Russia, in the context of sanctions and military operations, faced cyber attacks on server telecommunications software, as well as information attacks that follow DDoS attacks and attacks on personal data.

“Attacks on personal data today have probably the most serious consequences, because this data is inalienable from a person and, having fallen into the wrong hands, they can be used against a person for a long time. How are they used today? This is obvious, and the manipulation of people, and in the end – attempts to manipulate society. This may be recruiting people, and as a result, the commission of unlawful socially dangerous acts offline,” he said.

Earlier, “Kommersant” wrote that the business proposed to make a reservation to the bill on turnover penalties for data leaks. Representatives of the sphere insist that the publication of databases with personal data, independently disclosed by their subjects, should not lead to prosecution for leaks.
