From September 1, the government will conduct an experiment on the selection of employees for civil service using artificial intelligence (AI). At the first stage, the Ministry of Labor, the Ministry of Finance, the Ministry of Digital Transformation, the Ministry of Economy and their subordinate organizations will join it. As part of the experiment, the State Personnel platform, created on the basis of Gostech, will be used. It is assumed that the platform will help automate the processes of selection, professional development, motivation, evaluation of officials, the formation of a professional culture and combating corruption. The experiment will last until November 1, 2024. Its purpose is “approbation of methods for the implementation of personnel work using information and communication technologies.”
According to the draft resolution, by 2030 it is necessary to create a new HR information system for the development of civil servants, which involves the use of AI. The creation of such a system is also included in the list of initiatives for socio-economic development until 2030, approved by the government back in October 2021.
“State personnel” will become a subsystem of the already existing Unified Information System for Managing the Personnel of the State Civil Service (UIMS). Through it, you can respond to vacancies, post resumes, take training courses, the Ministry of Digital Development explained. The platform should help track staffing needs, select candidates, set tasks, and evaluate their effectiveness.
