The government will provide businesses in shelling-affected regions with preferential microloans

The Russian government will provide an opportunity for small and medium-sized businesses affected by shelling from Ukraine to receive preferential microloans in state microfinance organizations on more favorable terms. The same opportunity will be provided to self-employed citizens in regions where there is a medium level of response.
How report in the Ministry of Economics, the relevant changes were made to the state program “Economic Development and Innovative Economy” and approved by a resolution signed by Prime Minister Mikhail Mishustin.
The interest rate on microloans for entrepreneurs affected by shelling will not exceed the key rate of the Bank of Russia in force at the time of the conclusion of the loan agreement. Previously, this figure could reach up to 2.5 key rates.
Also, for the affected business, the period for considering an application for a guarantee or guarantee has been reduced: it will be no more than one business day from the moment the borrower applies (in a standard situation, the period is 3 to 10 days). In addition, the maximum rate of remuneration for the provision of a surety or guarantee is fixed at no more than 0.5% (previously up to 3%).
The measures taken will affect businesses from regions with an average level of response: Belgorod, Bryansk, Voronezh, Kursk, Rostov regions, Krasnodar Territory, Crimea and Sevastopol.
Boris Titov, previously authorized under the President of Russia for the protection of the rights of entrepreneurs, proposed the creation of a single registry enterprises that suffered from the shelling, in order to provide them with support from the state. According to the proposal of the business ombudsman, independent appraisers will assess the damage according to a special methodology to be created. Boris Titov points out that to compensate for the costs, it is possible to subsidize salaries, give credit and tax holidays, allocate subsidies for relocation, compensate for damage from destruction from the budget, as well as compensate for increased insurance premiums and the loss of leased equipment.
According to information “b”the total damage to companies in the Belgorod and Kursk regions, which cannot receive compensation from insurers for real estate and equipment damaged during shelling, has already exceeded 1.5 billion rubles.
