The government supported the ban on detention under the article on the illegal circulation of means of payment

The Russian government approved the idea not to place in custody for violating Art. 187 of the Criminal Code of the Russian Federation (illegal circulation of means of payment), reported “RIA News” Deputy Head of the Constitutional Committee of the State Duma Sardana Avksentiev.

“Now this “rubber” article is used to imprison entrepreneurs in a pre-trial detention center, as Article 156 (fraud) was previously used,” said Ms. Avksentieva. She noted that Russian Prime Minister Mikhail Mishustin instructed to work out an initiative to ban detention under Art. 187 of the Criminal Code of the Russian Federation.

The reduction of criminal pressure on business and the decriminalization of economic crimes were one of the points of the business support program after the start of the Russian military operation in Ukraine. In February 2022, the President pledged to provide “greater freedom of enterprise” and predictability of government actions in the absence of geopolitical stability.

On March 9, the Russian Union of Industrialists and Entrepreneurs (RSPP) prepared measures to reduce criminal and administrative pressure on business. Among other things, the set of measures includes the decriminalization of ten articles of the Criminal Code, including articles on illegal business, violation of emission rules and illegal use of an invention, utility model.
