The government has submitted to the State Duma a draft federal law that introduces special legal regulation of northern delivery. The relevant document is published on website State Duma.
Northern delivery – annual state deliveries of vital goods in the Far North, Siberia and the Far East before the onset of winter. First of all, food and oil products are delivered.
The explanatory note to the bill says that due to the lack of a systematic approach to deliveries at the federal level, there are risks of violations of the delivery time of vital goods to the regions of northern delivery.
The bill, in particular, proposes to develop criteria for including territories in the list of northern delivery, approved by the government. The Cabinet of Ministers also proposed to distribute the powers to carry out deliveries between the federal, regional and local levels of government.
The draft law also proposes to divide the goods delivered in the territory of the northern delivery into three categories: the first category – goods necessary to ensure the livelihoods of the population; the second category is cargo for state and municipal needs; the third – other goods not included in the first two categories.
In 2021, mistakes in planning the northern delivery led to disruptions in the supply of essential products to remote regions of the Far East. Chukotka complained about the lack of food and consumer goods.
In May, Vladimir Putin instructed determine a single operator for the delivery of products in the Far North, as well as submit proposals for subsidizing loans attracted for the northern delivery.
Last fall in the Far East was fixed a sharp rise in diesel prices due to fuel supply problems. At a meeting with the president on October 21, the governor of the Magadan region, Sergei Nosov, said that he was counting on the stabilization of supplies after the adoption of the law on “northern delivery.”
