The government proposed to denounce agreements on the payment of pensions to CIS military personnel

The government submitted to the State Duma a bill to denounce the agreement on pensions for the military and their families and state insurance for military personnel from the CIS countries. Document published on the website of the State Duma.

It follows from the explanatory materials that we are talking about the agreements signed in Tashkent on May 15, 1992, which were ratified by Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine.

The bill also proposes to denounce the Agreement on the procedure for providing pensions to the military personnel of the Border Troops, members of their families and state insurance of the military personnel of the Border Troops of the CIS member states.

The agreements provide that in the event of a pensioner moving to a permanent place of residence in another state, he is assigned a pension according to the norms of the country where he lives, and the payment of the pension assigned in the state in which the pension rights were acquired is terminated.

The authors of the bill believe that the increase in the number of appointments and payments of pensions to persons who have served in the military on the territory of foreign states “is aimed at undermining the moral foundations, historical foundations and patriotic traditions, eroding Russian cultural and spiritual values, as well as feeding extremist currents in the Russian Federation.”

At the same time, the authors of the initiative noted, the size of the pension of Russian military pensioners who moved to the CIS states is much lower. At present, Russia actually provides pensions for military personnel of foreign states, the document states.

After the denunciation of the above agreements by Russia, when applying to Russian citizens who have changed their permanent place of residence, the payment of pensions to them will be carried out in accordance with the Regulations on the procedure for paying insurance pensions of December 17, 2014 approved by the government.

The explanatory note states that such a procedure will allow pensioners of the Russian law enforcement agencies to continue to receive pensions in the amounts established by Russian law when they move to other CIS countries. At the same time, pensions granted before the termination of the 1992 agreements will not be reviewed.
