The government opposed the idea of ​​evaluating deputies and officials through the “Gosuslugi”

The Government Commission on Legislative Activities considered the initiative of the deputies of the New People party on the possibility for Russians to annually evaluate the effectiveness of the activities of deputies of all levels, mayors and governors through the Gosuslugi portal.

The draft amendments to the law on the status of a senator and State Duma deputy, to the law on the general principles of organizing public authority in the constituent entities and to the law on local self-government were introduced in March. Due to the lack of a feedback mechanism, the influence of citizens on the process of making state and municipal decisions is falling, and socio-economic tension is also increasing, the explanatory note said.

“Elections are held every few years, and the Internet allows you to evaluate the effectiveness of managers in real time. We propose to do this once a year in order to keep the authorities in good shape,” explained party leader Alexei Nechaev. In his opinion, such a feedback system will help officials to quickly adjust their work and approaches.

The government in its review (“Vedomosti” read it) notes that the draft law does not define the content of the right, the mechanism for its implementation and the obligations of state bodies and officials to ensure conditions for the exercise of the right of voters to assess the effectiveness of the activities of deputies and officials, as well as in In general, “the criteria of certainty, accuracy, clarity and unambiguity of legal norms are not met.”

In addition, according to the financial and economic justification, the implementation of the bill does not provide for budget expenditures, however, the materials for the bill do not contain information about the consequences of its implementation for the budgets of regions and municipalities, the review says. In this regard, the Cabinet of Ministers did not support the initiative.
