The government of the Rostov region announced a tender for the purchase of cars to serve the State Duma deputies elected from the region and representatives of the region in the Federation Council. The relevant information is published on the government procurement website. All cars will be Russian-made. Thus, the Rostov region was one of the first to begin implementing the decision of the State Duma Council, according to which, from January 1, 2024, deputies of the lower house should begin to switch from foreign cars to domestic cars.
According to information on the government procurement website, a total of 16 vehicles are planned to be purchased. The customer is the government of the Rostov region, which allocates 15.6 million rubles for these purposes. 13 cars are intended for deputies, two for senators, and one more car will be on duty. The requirements for all cars are the same. These are passenger cars with at least 150 horsepower and must be equipped with heating and air conditioning systems, as well as airbags, ABS and power steering.
Deputies and senators will use cars in Rostov-on-Don and the Rostov region. In addition, they will be able to travel with them to the airports of Mineralnye Vody, Stavropol and Volgograd. Such trips outside the region will be carried out until the air harbor of the Don region is unable to receive aircraft. The service provider will have to not only provide the cars themselves, but also provide drivers for the new fleet. At the same time, cars must always be clean and in proper condition, as emphasized in the purchasing conditions.
State Duma deputies from the Rostov region interviewed by Kommersant warmly approved the upcoming change of the vehicle fleet. “The President of the country, Vladimir Putin, has set the task of carrying out import substitution and supporting the Russian automobile industry,” recalled Evgeny Bessonov (Communist Party of the Russian Federation). “This is one of the directions for achieving this goal. The main thing is that the cars are of high quality, and it doesn’t matter in which country they are produced. China today produces very high quality cars. In Moscow I drove a LADA Vesta – a good car.” Anton Guetta (United Russia) quoted Duma Chairman Vyacheslav Volodin, who once suggested that deputies “start with themselves”: “We should not talk about initiatives from the rostrum, but support them in practice, by our own example. Therefore, I think it is right that State Duma deputies will also drive domestic cars. This is extremely necessary for the economic development of the country and improving the quality of life of citizens.” Finally, United Russia member Larisa Tutova emphasized that the speaker’s proposal to transfer people’s representatives to Russian cars was supported by all Duma deputies, and called this process “integration into the general trend of abandoning everything Western.” She also expressed hope that the increased attention of society and the media to this issue “will encourage manufacturers to be more attentive to the quality of cars and give an incentive to improve it.”
Let us recall that the decision made in September 2023 by the Duma Council to assign only domestically produced cars to deputies during their work in constituencies was supported by all factions, as well as the idea of gradually replacing foreign cars with Russian cars in the Duma fleet in the capital. Kommersant’s sources then reported that, probably, the Ford Mondeo, which ordinary deputies drive, will be replaced with LADA Vesta, and the BMW 7 and Genesis 90 assigned to faction leaders and vice-speakers will be replaced with Aurus. It was planned to begin replacing the imported automobile industry with domestic ones in the regions, since local authorities are in charge of servicing it, and the State Duma pays their bills. In the capital, the vehicle fleet is managed by the Federal State Budgetary Institution “Auto Transport Plant” of the Presidential Administration, which so far allocates to the State Duma mainly Ford and BMW cars of domestic assembly.
Earlier, Vedomosti, citing sources in the Duma, reported that 33 LADA Vesta cars had already arrived at the chamber’s garage. However, for now, according to one of the deputies, parliamentarians continue to drive both Ford and Hyundai.
