The explanatory note to the draft resolution states that the proposal is being introduced in connection with the decision of the first deputy chairman of the government, Andrei Belousov, dated September 20.

The same document proposes replacing the requirement for a special investment contract to subsidize a car loan with a requirement for points for car localization. In 2024, the indicator should be 1600 points, in 2025 – 2000 points, in 2026 – 2500 points.

In 2022, the Ministry of Industry and Trade announced the extension of the preferential car loan program. In March, the department announced that the program would continue to operate for citizens who most urgently need support. In the spring, the Federation Council Committee on Economic Policy offered The government should consider increasing the volume of financing for the preferential car loan program in 2023 to 20 billion rubles.

In August, Prime Minister Mikhail Mishustin instructed work on the development of the preferential car loan program by October 1. It was also necessary to work out the issue of extending requirements for the localization of production of cars that are rented for state and municipal needs.
