The government introduced a temporary ban on the export of waste and scrap of precious metals

The Russian government has introduced a ban on the export of scrap and waste of precious metals, which will come into force on September 1, 2022 and will be valid until the end of February 2023, follows from decreespublished on the official Internet portal of legal information.

“To establish from September 1, 2022 to February 28, 2023 inclusive, a temporary ban on the export from the Russian Federation of waste and scrap of precious metals or metals clad with precious metals, other waste and scrap containing precious metal or precious metal compounds used mainly for the extraction precious metals that are essential for the domestic market of the Russian Federation,” the resolution says.

The decree does not apply to the export of cathodic antimony in ingots from the country, as well as samples taken from lots of scrap and waste of precious metals (the mass of 1 sample is not more than 500 grams), if they are exported by organizations that are included in the refining of precious metals.

The Ministry of Economic Development will need to notify the Eurasian Economic Commission of the ban.

Former government approved new list of scarce strategic minerals. The updated list includes such types of minerals as helium, phosphates, zinc, rare and rare earth metals, potassium salts, groundwater and graphite.
