The Russian government has updated the list of criteria for evaluating the performance of governors. They added indicators of accessibility and safety of educational institutions. Relevant resolution signed by Prime Minister Mikhail Mishustin.
The document made changes to the calculation methodology regarding the level of education. It added indicators on the creation of new places in general education organizations, the availability of security in schools and kindergartens, as well as on the accessibility of buildings and premises of kindergartens and schools for children with disabilities.
In total, 38 methods are taken into account when evaluating the effectiveness of the governor’s work. 19 of them relate to the calculation of indicators for the past year, another 19 – setting targets for the future. The criteria reflect issues of socio-economic development, in particular, life expectancy, growth rates of real wages and volumes of housing construction.
The first decree on evaluating the effectiveness of the activities of executive authorities was published in June 2007. The list of indicators included 43 items, which were increased to 48 in 2010. After that, the number of criteria was repeatedly reduced and expanded. On February 4, 2021, Russian President Vladimir Putin signed a new decree on evaluating the performance of governors based on 20 criteria.
