Prime Minister Mikhail Mishustin signed a resolution lifting the ban on changing the mandatory requirements for businesses that did not fall under the “regulatory guillotine”, informed government press office.
“The government continues to reduce the administrative burden on businesses. We are not only reducing the number of mandatory requirements, but together with the business community we are constantly keeping them up to date,” said Deputy Prime Minister Dmitry Grigorenko.
Now businesses will be able to initiate the simplification of mandatory requirements, which previously could not be adjusted without reissuing the entire regulatory act itself. The adjustment should be preceded by a regulatory impact assessment conducted by the Ministry of Economics. The change is permissible if it “does not establish new prohibitions and restrictions, improves the situation of the business and reduces its costs,” the Cabinet added.
The Regulatory Guillotine is a tool for reviewing and optimizing mandatory business requirements that the Russian authorities have been implementing since 2019. As part of its first stage, completed at the end of 2020, more than 318,000 requirements were analyzed, of which more than 143,000 were canceled . The total savings of the business community from the canceled requirements amounted to about 200 billion rubles. per year in 2021 prices
