The government has extended a number of concessions for business until 2024.

The White House is extending a number of permitting easing until 2024. Next year, government agencies will be able to continue to simplify some procedures on their own. In some areas, such as television broadcasting, licenses expiring in 2024 will be automatically renewed. In the future, it is planned that proactive auto-renewal will be available for most licenses, provided that the business meets the mandatory requirements.

The government approved a resolution to extend some of the features of licensing activities until 2024 – as Prime Minister Mikhail Mishustin said at a government meeting on Thursday, this is being done to reduce the administrative burden.

The signed document stipulates that next year government agencies will retain the authority to independently simplify some of the permitting procedures – for example, they will be able to continue to make decisions to reduce the time frame for providing services in the field of permitting activities, to reduce mandatory requirements or the list of documents required to obtain a permit. It will also remain possible to temporarily cancel the assessment of compliance with mandatory requirements – such confirmation can be postponed for up to a year, or the procedure is considered completed.

Also, in 2024, the provision will continue to apply that when changing the location of a company or the place of residence of an individual entrepreneur, there will be no need to reissue permits – as in cases of renaming an enterprise or during its reorganization.

Other provisions of the document include the automatic extension of a number of business permits expiring in 2024. Such auto-renewal is provided, in particular, for licenses for television and radio broadcasting, for the retail sale of alcoholic beverages in duty-free stores, and for registration certificates of medicines. In these cases, government agencies themselves update the data in the registers—licensees are not required to apply or pay fees. According to the head of the government apparatus, Deputy Prime Minister Dmitry Grigorenko, in the future it is planned to implement the possibility of proactive auto-renewal for most existing licenses and permits, provided that the business meets all regulatory requirements. At the same time, accelerated registration of drugs for veterinary use will continue to operate in 2024 – as Mikhail Mishustin noted, due to this, the duration of the procedure has been reduced by almost three times (from 160 to 60 working days).
