The government has expanded the criteria for the effectiveness of the heads of regions, including indicators of the availability and safety of educational institutions. Decree on this signed Prime Minister Mikhail Mishustin.
Now, when evaluating the work of the heads of regions, the number of new places created in general educational organizations, the provision of kindergartens and schools with security, as well as the availability of such institutions for children with disabilities will be taken into account. The data sources for calculating the indicators will be the Ministry of Education and Rosstat.
“The performance indicators of the governors reflect the success of the regional authorities in achieving the national development goals approved by the president,” the press service of the Cabinet said in a statement.
In total, the assessment of the effectiveness of governors includes 38 methods, half of which are used to calculate indicators for the previous year, and the other half – to set targets for the future. We are talking in particular about life expectancy, the growth rate of real wages, the environment, the volume of housing construction and the level of education in the region.
Last June the government contributed changes in six methodologies for evaluating the effectiveness of governors and regional authorities. In particular, the requirements for waste management have been increased in the Environmental Quality methodology. The Digital Maturity methodology has been completely updated. Previously, the level of coverage of government agencies with digital technologies was the same for all subjects, after the changes, a separate indicator was set for each region.
