Allocation of funds Mishustin announced at the Cabinet meeting on November 9. At the end of this year, he noted, it is planned to provide about 700,000 loans within the framework of these three programs. During the entire period of these support measures, banks issued more than 2 million preferential loans in the amount of over 8.5 trillion rubles.
On September 12, against the backdrop of the continuing growth in the volume of mortgage loans, the Cabinet of Ministers increased the minimum down payment on a mortgage with state support from 15 to 20%, and also reduced by 0.5 percentage points the maximum amount of subsidies for banks that issue mortgages under preferential government programs.
The preferential mortgage program for apartments in new buildings was approved in April 2020. Now the rate on it is up to 8% per annum. Families with one child born after January 1, 2018, as well as with two or more children under 18 years of age or with a disabled child can receive a loan under the “family mortgage” at a rate of up to 6%. The Far Eastern Mortgage program with a 2% rate, launched in 2019, is aimed at improving housing conditions in the Far Eastern Federal District and developing the local construction market. In 2022, its effect was extended to all doctors and teachers who have worked in their specialty for at least five years in a Far Eastern organization.
