The Russian government did not support the bill of Andrey Kutepov, head of the Federation Council committee on economic policy, which proposed to allow spending mother’s capital to pay for sports sections for children and for medical insurance for a child up to one year old. The government concluded that this initiative is “redundant”.
The authorities clarified that the law “On additional measures of state support for families with children” already provides for the possibility of spending mother’s capital to pay for additional educational services, in particular, classes in circles and sections. “The measures proposed by the bill duplicate the already existing guarantees for the provision of free medical care and drug provision for children, financed, including from the federal budget, as well as directions for the use of maternity capital. In view of the above, the adoption of a federal law is redundant, ”the review says (quoted by TASS).
On the preparation of a draft law by Mr. Kutepov became known in May. Since February 1, mother’s capital has been indexed by 11.9%. The amount of payment for the first and second child is now 587 thousand and 775.6 thousand rubles. respectively. According to the law, it is possible to spend mother’s capital on improving living conditions, educating a child, as well as paying for social rehabilitation for children with disabilities.
