The Government Commission approved the Ministry of Finance’s draft on the main directions of tax policy

Government Commission on Legislative Activities approved a bill of the Ministry of Finance prepared to implement the provisions of the main directions of tax policy. The proposed changes concern tax administration, personal income tax, as well as provisions aimed at supporting Russian companies. Now the project must be considered at a government meeting.

Among the measures proposed by the Ministry of Finance is a reduction in the minimum requirements for participants in tax monitoring. The bill provides for reducing the requirement for the size of turnover and assets from 1 billion rubles. up to 800 million rubles, and for taxes paid – from 100 million rubles. up to 80 million rubles. In terms of tax administration, the amendments propose to ensure centralized transfer of information about large families to the Federal Tax Service of Russia. The Ministry of Finance indicated that this will allow members of such families to receive tax breaks on property taxes without submitting a special application.

The amendments concerning personal income tax provide for exemption from taxation of income in the form of residential premises (land) received from state or municipal property with partial payment. It is also proposed to extend the right to a social tax deduction to expenses incurred to pay for medical services provided to children who were declared incompetent.

In addition, the bill provides for changes in corporate income tax. It is proposed to exempt companies from fulfilling the condition on the composition of the issuer’s assets in order to apply a zero tax rate. Now, in order to apply the zero rate, it is necessary that no more than 50% of the organization’s assets consist of real estate located on the territory of the Russian Federation.

Modernize the tax system and fix it in a new form until 2030 instructed President Vladimir Putin during the announcement of his message to the Federal Assembly. In particular, he called for thinking about increasing the tax burden on people with higher incomes. The head of the Ministry of Finance Anton Siluanov after this statedthat legislative initiatives on tax differentiation already exist and will be developed in 2024.
