The problem of railway transportation of oil products in the eastern direction has existed for 3-4 months, informed TASS with reference to the head of the Russian Fuel Union Yevgeny Arkusha.
“The problem has been there for a long time,” said Arkusha. He also noted that the decision on the priority and order of goods came to the government level.
Prior to this, the Kommersant newspaper, citing its sources in the oil industry reportedthat the oil companies were facing eastbound traffic failures from Russian Railways. Companies fear that export difficulties could affect their production program.
The Federal Antimonopoly Service (FAS) said that it raised the issue of problems with the transportation of petroleum products at the meeting, TASS reported. Also, the department recommended that within two weeks to conclude trial transactions for the sale of fuel through the operator of commodity deliveries to the St. Petersburg International Mercantile Exchange (SPIMEX), whose functions are performed by Russian Railways.
Russian Railways itself assured that the company controls and ensures the delivery of petroleum products in this direction. They also clarified that in the context of a shortage of carrying capacity of the BAM and the Trans-Siberian Railway, the acceptance of goods takes into account the priorities defined in the temporary rules of priority, where high value-added products, perishable goods, as well as any goods in domestic Russian traffic have advantages.
