The government is preparing to include small companies in the work to achieve the technological sovereignty of the Russian Federation. The bill developed by the Ministry of Economy for the purposes of state support introduces the concept of a “small technology company” and establishes criteria for determining such organizations. Depending on the amount of annual revenue (within 4 billion rubles), such companies will be divided into three groups. The higher the turnover, the more stringent the requirements for the conditions of scientific, technical or industrial and commercial activities of the organization receiving assistance.
The Ministry of Economy has prepared amendments to the law “On Science and State Scientific and Technical Policy”, which proposes to establish the concept of “small technology company” and introduce criteria for determining such organizations. The declared purpose of the amendments is to provide state support to business, the changes were prepared on behalf of the president (see Kommersant of September 6). A small technology company is proposed to be considered a commercial organization that creates and (or) uses the results of intellectual activity in the development and (or) production of products. The agency proposes to determine such companies on the basis of four criteria: revenue, type of economic activity, scientific and technical potential, and conditions for the implementation of scientific, technical or production and commercial activities.
As noted in the explanatory note to the bill, depending on the volume of annual revenue, three groups of such companies can be distinguished: up to 300 million rubles, from 300 million to 2 billion rubles. and from 2 billion to 4 billion rubles. Based on this, limit values of indicators will be set – as revenue grows, it is expected to increase the requirements for the conditions for the implementation of scientific and technical or production and commercial activities.
The specific values of the volume of revenue and the required codes of the economic activity classifier (OKVED), as well as the procedure for assessing the scientific and technical potential of the organization and the availability of conditions for the implementation of scientific and technical activities, will be established by the government. The White House will also determine the centers of expertise involved in this work. These may include not only innovative development institutions, but also centers of competence of the National Technology Initiative, Kommersant was told in the Ministry of Economy. “We are sure that it is necessary to focus on small companies that develop technologies or high-tech products for a competitive market,” Maxim Kolesnikov, Deputy Minister of Economic Development, explained on Friday.
Earlier, the secretariat of First Deputy Prime Minister Andrei Belousov explained to Kommersant that companies from the Unified Register of End Recipients of State Support for Innovation Activities will automatically receive the status of technological organizations. Other organizations, in order to be classified as technological, will have to meet two groups of requirements. The first was planned to include restrictions on the size and type of activity (for example, it cannot be trade or a restaurant business), an assessment of its scientific and technical potential (availability of R&D and registered results of intellectual activity). The second group included an assessment by development institutions of the innovation potential of a particular company and the prospects for their commercialization (see Kommersant of October 18).
Information about small technology companies will be included in the relevant register – according to the authorities, being in it will contribute to the “seamless” receipt of state support. At the same time, organizations from the Unified Register, if they meet the criteria for small technology companies in terms of revenue and OKVED, will receive such a status and will be included in the Register of small technology companies automatically.
